Mr. Ryan

asked the Minister for Local Government the number of applications for driving licences returned by licensing authorities to applicants because of technical deficiencies in the completion of form D5 in accordance with the instructions as set out on form D5A, since the introduction of those forms; and if he will have new forms prepared which will be more intelligible to ordinary people.

Particulars are not kept of the number of incorrectly completed driving licence application forms received by licensing authorities. Such difficulties as may have been experienced by some people are not due to any defects in the forms but arise from the transition from the old system of driver licensing to the new system. The explanatory leaflet form D5A is shortly due for revision and consideration will be given to providing additional clarification of form D5.
