asked the Minister for Justice if he would suspend the imposition of On the Spot parking fines in respect of motor vehicles in Dublin city until adequate parking space is available at convenient locations within the city; and if he will arrange for the money collected in respect of parking fines to be allocated towards the construction of car parking facilities.

As regards the first part of the question, I would refer the Deputy to the reply given by the Minister for Local Government to a somewhat similar question on 19th November last. Indiscriminate parking in Dublin city could result only in traffic grinding to a halt, to the grave inconvenience not only of car owners themselves but of all those who have to depend on buses for their transport, not to mention business firms whose vehicles have to stop for loading and unloading.

As regards the second part of the question, the proceeds both of fines imposed by the courts and of "fines-on-the-spot" are paid into the Road Fund. Any question as to the disbursement of moneys from the Road Fund should be addressed to the Minister for Local Government.
