asked the Minister for Local Government if he is aware that a certificate of approval to the payment of the balance of a new house grant of £125 was issued to a person (name supplied) by his Department on 10th October 1964 and was returned duly signed by the applicant; and, as that is now four months ago, if he will explain why this money has not been so far paid.

I am aware that a certificate of approval was issued in this case on the date mentioned by the Deputy. The inspector reported at that time that portion of the walling was sub-standard, and applicant was advised on 21st December, 1964, that specified remedial work would be necessary before final payment of the grant could be made. He was also asked to notify the Department when this work had been carried out so that a further inspection could be arranged. No such notification was received in my Department and the matter remained in abeyance until the Deputy informed me by letter dated 16th January, 1965, that the work had been carried out. The Department's inspector interviewed the applicant on 23rd January, 1965 and was informed by him that the required remedial work had not been done and that he was not prepared to do it. In the circumstances I am arranging for payment of the balance of the grant less an appropriate reduction.

The delay in payment is due to the applicant's failure to indicate his intentions in relation to the remedial works.
