asked the Minister for Local Government if commercial vehicles may park in places where parking is usually prohibited for the purpose of unloading and loading; and, if so, if he will arrange that the same facility be extended to commercial travellers who carry proper identification on their motor cars.

Generally the position is that any vehicle may park while goods are being loaded on to it or unloaded from it, even in places where parking is prohibited by local bye-laws. However, there are some exceptions. For instance, no vehicle may park within 30 feet of a road junction or a pedestrian crossing on the approach side. Also it is unlawful to cause obstruction. The Dublin Parking Bye-Laws, 1962, prohibit loading and unloading on certain streets in the peak evening hours from Monday to Friday inclusive. For a statement of the position in any particular area it is necessary to refer to the local parking bye-laws as well as to the Road Traffic General Bye-Laws, 1964.
