asked the Minister for Local Government whether the possible use of destructors in place of the present method of refuse collection and disposal has been investigated by his Department; and, if so, if he will state the findings regarding the cost and efficiency of such destructors and the likelihood of revenue from the collection and utilisation of valuable waste materials.

I assume that the Deputy has in mind refuse disposal by means of plant involving complex processes of segregation, salvage and incineration of materials.
The question of the system of refuse disposal to be adopted in any area is primarily a matter for the sanitary authority, but nevertheless, the merits of alternative methods of disposal are receiving consideration in my Department. It is felt that, while the efficiency of the system referred to by the Deputy has not given rise to doubts, the overall capital and maintenance charges involved might not warrant a change in the normal existing system in most cases. In general, I understand that hygienically controlled tipping is less expensive than any form of incineration and is often less cause of nuisance from dust, flies, smoke and other forms of air pollution.
On the information available it is clear that the increased expenditure which would be involved in the adoption of salvage and incineration plants in this country would not be offset to any appreciable degree by sale of salvaged material.
