Committee on Finance. - Central Fund Bill, 1965: First Stage.

I move that leave be granted to introduce a Bill entitled an Act to apply certain sums out of the Central Fund to the service of the years ending on the thirty-first day of March one thousand nine hundred and sixty-five and one thousand nine hundred and sixty-six and to authorise the creation and issue by the Minister for Finance of certain non-interest-bearing securities.

I should like to draw the attention of Deputies to the fact that there is an extra clause in the Central Fund Bill which authorises the Minister for Finance to issue a new form of interest bearing security. It is really a new form of loan where the capital will accumulate and the clause gives power to the Minister to issue it. I shall explain it more fully at a later stage.

When will the Bill be circulated?

Tomorrow.

I was approached by the Government to accommodate the Minister for Defence in regard to the Supplementary Estimate and also to accommodate the Minister for Finance in introducing the Central Fund Bill. I would ask the Minister for Finance to remind his colleagues to bear in mind, when they are inclined to make uncivil remarks about the conduct of business in this House, that this accommodation was made available.
