asked the Minister for Finance if, in view of the delayed budget and the consequent prolongation of the inconvenience caused to manufacturers and traders by the pre-budget restrictions imposed by the Revenue Commissioners on the amount of tobacco and spirit released from bond, he will relax these restrictions to meet the needs of manufacturers and traders.

The restrictions referred to by the Deputy were imposed under an Order made by my predecessor as a precautionary measure in view of the approaching Budget. It would be contrary to the purpose of the Order to modify the restrictions generally at this stage but I am satisfied that in their application the Revenue Commissioners have been, and are, prepared to consider the position of any manufacurer or trader in whose case special treatment appears to be warranted.

Is the Minister aware that several traders have complained about the long duration of this restriction which is depleting stocks below what they normally are and would he ask the Revenue Commissioners to be sympathetic in dealing with this application, in view of the fact that a fortnight has yet to elapse before the Budget?

I have heard of some complaints. I will make the Deputy's representations known to the Commissioners.
