asked the Minister for Local Government what steps are going to be taken to prevent dazzling by headlights on dual carriageways.

Provisions in the Road Traffic (Lighting of Vehicles) Regulations, 1963, for the purpose of minimising dazzle caused by lights on vehicles include an obligation to dip headlamps when passing an oncoming vehicle or when travelling close behind another vehicle. The enforcement of these regulations is a matter for the Garda. Construction and other measures for the same purpose include hedges, and temporary wickerwork hurdles pending planting of shrubs.

I did not quite hear the last sentence.

Are they to be erected on the dual carriageways?

It is my belief that they must be so erected and form some sort of break on the medium so that dazzle does not occur.

Is the Minister aware that a very comprehensive report is being made by the Kildare county engineer on the subject which indicates he does not think that is a solution at all? Does the Minister agree or does he feel there should be some barrier?

My feeling at the moment is that the topsoil and spoil from the carriageway should in fact be banked on the medium. It would not only form a break from dazzle but it would make it impossible for one car to cross into the other's stream.

I do not think the Minister has succeeded in getting that across.

Not yet. We have not got far on dual carriageways.
