asked the Minister for Local Government if, having regard to the success of anti-theft locking devices on motor vehicles in Germany, he will consider making it compulsory to fit similar devices to motor vehicles here.

The Road Traffic (Construction, Equipment and Use of Vehicles) Regulations, 1963, provide that every mechanically propelled vehicle must have means to prevent unauthorised driving. The provisions are drafted in general terms and the means to be used need not be confined to anti-theft locking devices. There are various means of varying degrees of reliability and safety for preventing unauthorised use of a vehicle and I consider the time is not yet ripe to lay down detailed compulsory standards or to specify any particular device.
