asked the Minister for Industry and Commerce if he will issue instructions to the Board of An Foras Tionscal (a) that industrial grants issued shall be subject to repayment if production in the unit which is the subject of a grant ceases within a specified period, and (b) that, when grants are issued to companies with large parent bodies overseas, these parent bodies will be asked to guarantee such repayments to the State.

I am not satisfied that the adoption of the Deputy's suggestion would serve a useful purpose. It would, in my view, tend to inhibit the establishment of industries. The conditions which An Foras Tionscal at present attach to the payment of grants appear to me to be adequate.
