asked the Minister for Industry and Commerce if he is aware of the concern caused by reports of the importation of two 20,000 gallon stainless steel milk tanks which could have been manufactured in this country; whether free customs duty facilities were granted for their importation; and if he will make a statement on the matter.

One of the incentives offered to encourage the establishment of new factories here is permission to import the necessary plant and equipment free of duty, subject to the provisions of Article 7 of the 1938 Trade Agreement with Britain. Promoters are at the same time encouraged to purchase plant and equipment from Irish sources, if possible.

The tanks, to which the Deputy refers, comprised, as far as I can ascertain, part of the plant and machinery required for a new factory being established here to manufacture for export. They were imported under Licence in accordance with the arrangement to which I have referred. As they came from continental Europe a duty of 10 per cent was chargeable under the terms of Article 7 of the 1938 Agreement.
