asked the Minister for Social Welfare if he will state fully the cause of the delay in the payment of disability benefit to a person (name supplied) who recently returned from Britain and should qualify for payment under the reciprocal arrangements with the British Ministry of Pensions.

The person referred to arrived in this country on 20th January, 1966 and submitted a medical certificate of incapacity to my Department on 28th January, 1966 but did not state her Irish insurance number. When this had been obtained it was established that she was not entitled to disability benefit on her Irish insurance record and it was necessary to obtain particulars of her insurance from the British Ministry of Pensions and National Insurance. Inquiries also had to be made regarding the origin of the incapacity which, if due to industrial accident, would have affected her title to benefit. On completion of the necessary inquiries a cheque for the amount of benefit due issued to the claimant on 1st March, 1966.
