asked the Minister for Finance whether any estimation has been made of the probable effects of the Anglo-Irish Free Trade Agreement on the targets set in the Second Programme for Economic Expansion; and, if so, whether these estimates are to be published in the near future.

I would draw the Deputy's attention to chapter 7 of the White Paper on the Free Trade Area Agreement which includes some consideration of the impact of the Agreement on the Second Programme targets. This issue is also dealt with in Part II of the 1965 Progress Report on the Second Programme and special attention is drawn to the revision of the target for transportable goods industries indicated at page 53 of the Progress Report.

As I stated in my Budget address on 9th March last, a general review of the targets for 1970 which were set under the Second Programme has been initiated and the studies necessary for this review are proceeding. While this review will take the Free Trade Area Agreement into account, the Agreement is only one of a number of factors which will have to be given due weight. When the review has been completed its results will be published as soon as possible.

Could the Minister give an example of the other factors which will be taken into consideration in the review?

The extent to which we hope to achieve our employment targets and industrial production targets generally.
