asked the Minister for Justice if, in view of the number of accidents caused by horses wandering on the public roads and damage to crops by trespass, he will consider limiting the number of horses owned by itinerants.

A control of the kind mentioned would greatly interfere with the livelihood of many itinerants and would not be justifiable simply to deal with the police problem of wandering animals. The Commission on Itinerancy in their Report did not make a suggestion of this kind, although they dealt extensively with the problem of trespass by itinerants' horses.
