Preliminary steps were taken towards increasing the draft net licence duty in the waters referred to from £12 10s to £25 for the 1966 season but I decided not to confirm the proposed increase in this isolated case. I am arranging that the requisite refunds will be made to any licence holders who may have discharged the higher rate of duty.
