asked the Minister for External Affairs what is the attitude of the Government with regard to Recommendation Number 441 on the ratification of the European Code of Social Security and Protocol thereto which was adopted by the Consultative Assembly of the Council of Europe on 1st October 1965; and whether he will instruct the Permanent Representative in the Committee of Ministers of the Council of Europe to vote in favour of the proposals contained in this recommendation.

I would refer the Deputy to the reply given to a similar question on 15th December, 1965. The position remains as was indicated in the reply to that question.

asked the Minister for External Affairs what is the attitude of the Government with regard to Recommendation 471 on the self-financing of the European Inter-municipal Exchanges Development Plan which was adopted by the Consultative Assembly of the Council of Europe on 29th September 1966; and whether he will instruct the Permanent Representative in the Committee of Ministers of the Council of Europe to vote in favour of the proposals contained in this Recommendation.

This Recommendation has been examined by the Committee of Ministers at Deputy level and their decision, in which the Irish Representative concurred, was:

(1) That the grant made under the 1966 Budget for the Intermunicipal Exchange Development Plan should be continued in 1967;

(2) that the question of an increased grant in future and that of the permanent inclusion in the Council's Budget of a sub-head relating to the exchanges should be considered later in the light of the work of the ad hoc Committee of Experts and of a memorandum to be prepared by the Secretariat.
