asked the Minister for Labour if it is a fact that trade unions are effectively forbidden by law to use their funds to start industrial projects; if he proposes to introduce legislation to enable trade unions with large resources to put some money to work to produce exportable goods and thus help the economy of the country; and if he will make a statement on the matter.

The answer to the first part of the question is in the negative. The other part of the question therefore does not arise.
