Financial Resolutions. - Financial Resolution No. 1: Income Tax and Sur-Tax.

I move:

(1) That income tax shall be charged for the year beginning on the 6th day of April, 1967, at the rate of seven shillings in the pound.

(2) That sur-tax for the year beginning on the 6th day of April, 1967, shall be charged in respect of the income of any individual the total of which from all sources exceeds two thousand five hundred pounds and shall be so charged at the following rates, that is to say:

In respect of the first two thousand five hundred pounds of the income

Nil

In respect of the excess over two thousand five hundred pounds,

for every pound of the first two thousand pounds of the excess

Three Shillings

for every pound of the next three thousand pounds of the excess

Six Shillings

for every pound of the remainder of the excess

Nine Shillings

(3) It is hereby declared that it is expedient in the public interest that this Resolution shall have statutory effect under the provisions of the Provisional Collection of Taxes Act, 1927 (No. 7 of 1927).

According to one of the newspapers, I should be opposing the last section of this. It seems a hell of a lot, 16/-, does it not? Is the Minister satisfied he will not drive many out of the country?

I would not think so.

What is the equivalent British rate?

They go up to 18s 3d, I think.

I am not talking of the really rich people.

The purpose is by an adjustment, to lighten the load on the managerial classes.

In doing that, are you not going to drive the others out?

I would not think so. They are reasonably comfortable here.

We had better wait and see can we make out the rates more clearly.
