Written Answers. - Payment of Rate Collectors.

asked the Minister for Local Government if he will state for the latest year for which figures are available (i) the total cost of payment, including expenses, of rate collectors throughout the country; (ii) the cost in each county; (iii) the actual amount included in the rate in respect of such payments; (iv) the number of rate collectors employed by each rate authority and their rates of remuneration; (v) the cost to each authority of superannuation for rate collectors and the numbers in receipt of superannuation; and (vi) the combined cost to each rate authority of the payment, including expenses, and superannuation of collectors.

The information requested is not available in my Department in the form in which the Deputy has asked for it.

As regards parts (i), (ii) and (vi) of the question, the following statement shows the cost of rate collection for each county council and county borough for the year 1964-65, the latest year for which figures have been compiled. The figures include amounts in respect of such items as cost of rate applotment, stationery and other incidental expenses as well as rate collectors' salaries and expenses, but do not include superannuation payments. A breakdown of the figures under the various headings is however not available.

The information requested at part (iii) of the question is not available in my Department.

In regard to part (iv) of the question the statement shows the number of rate collectors employed by each of the local authorities concerned. There is no standard rate of remuneration for all rate collectors. Collectors are paid by way of salary or poundage or a combination of both, and the rate of remuneration in each case depends on such factors as the size of warrant, size of district, number of ratings, etc.

As regards part (v) of the question, details of superannuation payments made by each county council and county borough corporation to its retired officers in 1964-65 and the number of payees, are set out in the statement. Separate figures for retired rate collectors are not available.
