asked the Minister for Agriculture and Fisheries if he intends implementing the report of the survey team on the horse breeding industry; and, if so, when.

The Report of the survey team on the Horse Breeding Industry contains sixty-three recommendations involving a variety of interests. Consultations with these interests are proceeding but it will take some further time before final decisions can be taken.

Could the Parliamentary Secretary say what form these consultations are taking, because the interests concerned do not seem to know there is anything happening and they are very concerned about it?

The Deputy is aware that the recommendations were published in the latter part of last year. In fact, the Department are still in consultation with such people as the National Stud for instance. I am quite sure those interested in horses are aware of this fact. It would be prejudicial to the best interests of the horse-breeding industry to take any final decision without fully exploring all avenues of approach.

It is proposed to implement the recommendations generally?

Generally speaking, yes.

What sort of representation was on this survey team?

The survey team grouped their recommendations in regard to (1) the National Stud; (2) the Department's own breeding schemes; and (3) the establishment of a Horse Board and the licensing of riding establishments. They also dealt with some other incidentals.

Was there anyone to represent the punters?

The only organisation with which consultations have taken place is the National Stud?

Not the only one.

It is the only one mentioned by the Parliamentary Secretary?

Yes, as an instance.

Has there been consultation with the Bloodstock Breeders Association?

With the Irish Draughthorse and Connemara Pony Breeders bodies.

They are not the bloodstock breeders.

They have been involved, too.

Deputy Coogan must have been making representations.
