asked the Minister for Health if he proposes to change Article 10 of the Local Government (Officers) Regulations 1943, so that county and city managers will be empowered to legally approve of rota systems set up by district medical officers and private practitioners to cover half day or week-end periods of off-duty; and if such a change will cover part-time district hospital medical officers and medical officers of fever hospitals and county homes.

Article 10 of the Local Government (Officers) Regulations 1943 empowers a manager to authorise a dispensary or hospital medical officer to perform his duties, for a limited period, through a deputy. It is not necessary, therefore, to amend the Article to enable managers to approve proposals for substitution, including proposals involving a rota system. It would, of course, be necessary in each case for the manager to satisfy himself that the arrangements proposed were adequate to ensure the continued provision of the services for which the medical officers in question were responsible.
