asked the Minister for Local Government if, in regard to the area covered by the Lichfield Plan, he has received any intimation that Irish business interests are prepared to advance necessary capital; and whether any investigation has been made of the possibility of the development of this area in partnership with such local interests.

asked the Minister for Local Government whether he will state, in regard to the proposed development of the area bounded by Capel Street and Parnell Street, Dublin which is covered by the Lichfield Plan, what the present position is; whether the financial relationship between the Corporation and the foreign development company has yet been finalised; and whether traders in the area are being fully consulted.

asked the Minister for Local Government when the plan setting out the particular development scheme for the Moore Street area, Dublin, will be available; and whether business interests in the area will be consulted fully.

The Dublin Central Redevelopment Area consists of an area of approximately 47 acres bounded by Parnell Street/O'Connell Street/Capel Street and the North Quays, for which the Corporation's Planning Consultant reported in 1964 on a possible approach to comprehensive redevelopment. Following a decision by the Corporation to proceed initially with consideration of an area of some 7 acres bounded by Moore Street, Parnell Street, Chapel Lane, and Sampsons Lane, negotiations were opened with an Irish registered company holding properties in the area. I understand that the city council, at their meeting on 2nd October, 1967, adopted a Report setting out proposed Heads of Agreement with the company for the redevelopment of the area on a partnership basis, as previously approved by the Council. The basic financial agreement provides for payment to the Corporation of a guaranteed annual ground rent; remuneration of capital invested by the company at an agreed rate and the sharing between the Corporation and the Company of the further proceeds of the scheme. It is expected that detailed plans for the area will be submitted to the Corporation in about six weeks.

I have not received any intimation in regard to capital availability for the work and I understand the source will depend on the terms available.

In regard to consultation, I understand that the Corporation have indicated readiness to have discussions with individual firms, groups, or parties who wished to make their own representations, that numerous meetings and consultations have taken place with interests concerned and that this process is continuing.

As the Deputy is aware, responsibility for determining and promoting development objectives within their area rests with the Corporation as the planning authority.
