asked the Minister for Health if children in industrial and reformatory schools are entitled to be included in the register of free medical services.

Under section 14 of the Health Act, 1953, the persons eligible for general medical services are those who are unable to provide them by their own industry or other lawful means. The maintenance rates payable by public authorities in respect of children in industrial schools and reformatories include an element to cover the cost of general medical services and, consequently, the children are not eligible for such services under section 14 of the Act. They are, however, eligible for other services, free of charge, under the Health Acts, for example, hospital and institutional services.
