asked the Minister for Local Government if he will take steps if necessary by the introduction of legislation to ensure that premises, owned or rented by commercial interests in Dublin and operated as beat clubs, will conform to the highest standards of hygiene, sanitation and fire precautions.

Existing general legislative provisions confer adequate powers on local authorities to control from the point of view of hygiene, sanitation and fire precautions any premises operated as "beat" clubs. I understand that regular inspection of such premises is carried out by Dublin Corporation and Dublin Health Authority and that punitive action is taken where appropriate.

Would the Minister clarify the word "beat"? What is meant by "beat club"?
