asked the Minister for Local Government whether he will comment on the standards of administration generally at county council and corporation levels; and whether he will encourage immediate and independent surveys to be carried out to ensure maximum efficiency and economies in local government administration.

I am satisfied that the standard of administration generally at county council and corporation levels is high, and it is the constant aim of my Department to maintain this high standard and, where possible, to enhance it. To this end a high level of competence is insisted upon in all appointments and existing officers are afforded opportunities of attending courses and seminars on various aspects of management and administration. Special courses on particular fields of local government work are also provided from time to time.

Local authorities have been encouraged to appoint organisation and methods officers to secure greater efficiency and economies within their organisations. In addition, a number of local authorities have engaged business consultants to advise on various aspects of their administration. The employment of such consultants, or independent surveys, is, however, a matter within the discretion of each local authority and is not subject to my sanction.

It is a pity Deputy Gerard Collins was beaten for the cooption.

That is something you will live to regret.
