asked the Minister for Labour if he will now make regulations under the Factories Act, 1955 prescribing the maximum weights which may be lifted, carried or moved manually with a view to reducing the number of personal injuries caused in factory accidents resulting from lifting heavy weights.

I would refer the Deputy to my reply to a previous similar question on 19th October, 1967, in which I indicated that certain instruments, adopted at the last international Labour Conference, are being examined. This examination includes the question of the making of Regulations under the Factories Act, 1955.

To allay any anxiety which may be felt in this matter, I should say that the number of industrial accidents resulting from lifting, handling or carrying weights is small, and that most of the accidents are caused by wrong methods of handling. Instructions on handling techniques are given by the factory inspectorate and by the National Industrial Safety Organisation.

Is the Minister aware that he now has the recommendation to which he refers for six months, that 13 years have passed since Dáil and Seanad Éireann in their wisdom enabled the Minister to make regulations, and having regard to the need to make them 13 years ago, would the Minister now ensure that expedition is given to preparation of the necessary regulations?
