Vol. 233 No. 12

An Bille um an gCeathrú Leasú ar an mBunreacht, 1968: An Dara Céim. Fourth Amendment of the Constitution Bill, 1968: Second Stage.

Tairgim:

Go léifear in Bille an Dara hUair anois.

I move:

That the Bill be now read a Second Time.

(Cavan): Tairgim leasú a 1:

Go scriosfar na focail go léir i ndiaidh an fhocail "Go" agus go gcuirfear ina n-ionad:—

"ndiúltaionn Dáil Éireann an Dara Léamh a thabhairt don Bhille ar an bhforas go bhfuil an toghlacht tar éis breith a thabhairt faoi dhó, sa Reifreann Bunreachta 1937 agus, níos déanaí, i Reifreann an 17 Meitheamh, 1959, ar thaobh na hionadaíochta cionmhaire ar mhodh an aon-vóta inaistrithe, agus nach bhfuil sé ceart an t-ábhar a chur faoi Reifreann arís in alt na huaire seo."

I move amendment No. 1:

To delete all words after "That" and substitute:—

"Dáil Éireann declines to give a Second Reading to the Bill on the grounds that the electorate has twice decided, in the Constitution Referendum of 1937 and, more recently, in the Referendum of 17th June, 1959, in favour of the system of proportional representation by means of a single transferable vote, and a further Referendum on the matter at this stage is not justified."

Cuireadh an cheist: "Go bhfanfaidh na focail a thairgtear a scriosadh."

Question: "That the words proposed to be deleted stand," put.
The Dáil divided: Tá, 72; Níl, 61.
