asked the Minister for Posts and Telegraphs if he is aware that many offences in respect of non-payment of television licence fees were caused by the failure of television rental organisations to honour under-takings to procure licences for their customers; and if he considers necessary the enactment of legislation to deal with such failure.

I am aware that there has been a number of such failures. The point will be borne in mind in connection with legislation which I hope to introduce in the near future to deal with certain aspects of wireless licence collection.
