asked the Minister for Local Government if he is aware of difficulties which arise in the sale of a tenant purchase cottage in County Dublin by reason of the fact that Dublin County Council insists on payment to it of part of the purchase price under the Housing Act, 1966 as a condition precedent to issuing a cheque for a purchase loan to the purchaser and before the purchase price is actually paid over to the vendor; and that consequently vendors without funds of their own are unable to sell their cottages; and if he will take steps to ensure that the council in such cases will deduct appropriate sums from loan cheques before or at the time of closing of sales to obviate the necessity of securing payment from a vendor prior to a vendor receiving any money.

I am informed that there are no sales of vested cottages held up in County Dublin for the reason mentioned by the Deputy.

While I expect housing authorities generally to be as helpful as possible to persons borrowing house purchase loans, it is by law a matter for each authority to require applicants to pay the appropriate part of the purchase price before giving their consent to the alienation or sub-division of any cottage. The steps to be taken to this end are a matter in each case for the authority making the loan.
