asked the Minister for Local Government if he will approve the revised proposal of Carlow Urban District Council for the provision of a swimming pool at Carlow.

The council were informed by me in January last that an allocation of capital would be made subject to a voluntary local contribution of £8,000 to enable the pool as originally designed to go ahead.

Subsequently the council decided to modify the plan to keep down costs. The modified plans were received in the Department on 25th April, 1968, and are being examined.

Would the Minister say when he expects to sanction the modified plans? Would he also state how long ago it is since the original plans were sent to his Department? How many years ago was it? A figure of £6,000 has been received by Carlow County Council from the people of Carlow.

The plans may be sanctioned but they will be examined first. The question of the original plans does not arise because the council themselves decided to modify the plans and these were submitted only on the 25th April.

I am asking the Minister how long he will take to sanction those plans? They had the old plans for a long time in his Department. Could the Minister give an indication when the plans will be sanctioned?

The council have already been informed by me that an allocation of capital will be made for this purpose. The council themselves decided to modify the plans. Deputy Governey need not try to put any blame for any delay on the Department of Local Government.

We cannot have a debate on this.

I asked the Minister to state how long the original plans were with his Department. He should answer that. They have been there for many years because I have asked many questions about them.

The question does not refer to the original plans.

Surely the Minister should be able to say how long the original plans have been with his Department?

Carlow County Council submitted proposals some time ago. They were informed that a capital allocation would be made and Carlow County Council decided to change the plans—does Deputy Governey understand that? —and submitted them on 25th April.

The Minister has not answered my question. I asked him how long the original plans were in his Department.

Deputy Governey is annoyed because it has been indicated that money will be made available for this and he is losing one of his hobby horses.

Deputy Governey has been pressing for this for a very long time.
