asked the Minister for Finance when it is likely that work will commence on the proposed coast erosion scheme for the front strand at Youghal, County Cork.

The preparation of a scheme for this area is in hands and will be sent to the county council in about two months. It will then have to be put on exhibition and the other statutory requirements complied with. I am not yet in a position to say when construction work can commence.

Would the Parliamentary Secretary agree with me in regard to the Youghal coast erosion problem that there is complete dissatisfaction among the people that although the Act was passed six years ago, no work except engineering work has been done in that time?

If the Deputy considers the reply I have made that a scheme is in course of preparation——

For six years?

——he will have to agree his assertion that nothing has been done is not correct. Something is being done. You have to prepare a scheme before you put it into operation. That is being done. It will be sent to the county council in a couple of months for their observations.

Would the Minister now agree that I am perfectly right in saying most people are disappointed with the implementation of this Act? It is six years old and no actual work except engineering work has been done on it.

I am sorry if the Deputy is disappointed that the scheme is going ahead.

That is a stupid answer.

It is only an excuse of an Act.

What do you want?

We want the job done.

Without preparation?

You are six years preparing it.

Six years is good for that Parliamentary Secretary.
