asked the Minister for Local Government whether the Government or the local authorities are considering the introduction of an inner circle restricted zone system to ease traffic problems in major cities and towns.

I take it that by "an inner circle restricted zone system" the Deputy means a zone in a city centre which may be entered only by essential traffic under permit, and that he has not merely in mind the indirect restriction of traffic in a city centre by parking restrictions there. The introduction of such a zone would be a matter for the Garda Commissioner and the local authority concerned. I am not aware that such a zone is contemplated for any area.
