asked the Minister for Finance if, in view of the statement in the Report on Science and Irish Economic Development to the effect that stringent excise regulations are, it would seem, constraints on modern maintenance and technological development, he will adapt these requirements to the needs of scientific and economic growth.

The statement in the Report referred to by the Deputy relates to the group of industries concerned in the production of beer and spirits. These industries must obviously be subject to close revenue supervision. The excise regulations do not, however, impede or prevent modern maintenance and technological development.

A firm may have to seek the approval of the Revenue Commissioners before altering its methods of working or undertaking work of an experimental nature. There is, however, seldom any difficulty or delay in obtaining this approval. In fact, excise requirements are continually being adapted to the stated scientific and economic needs of these industries.

If I understand the Minister correctly, he has maintained that there is no delay in giving the approval sought by industry. If that be so, why does he think that the experts have complained of delay and of the fact that because of that delay they are prevented from making the improvements they consider to be necessary?

It is very surprising that this comment should be made at all.

It is again what the Minister would describe as a stupid statement?

No. I am a little surprised that this statement should have been made. I cannot imagine any grounds which justify the making of it. Therefore I am surprised it was made.

The Minister is a very surprised man today. He is surprised at everything that happens.
