asked the Minister for Local Government the number of spoiled votes cast as a percentage of the total poll in the general election, 1965.

The number of invalid ballot papers at the 1965 general election was 11,537, or 0.91 per cent of the total votes cast.

Does the Minister envisage that this figure will be substantially reduced if his proposals are carried in the country?

We shall know that soon enough.

Does the Minister think there will be a substantial change?

This does not arise. The Deputy asked about the number of spoiled votes in 1965.

I am asking the Minister what is his opinion?

The question relates to 1965.

Is it not in order to ask the Minister what is his opinion——

No; the Deputy may put down a question if he wishes.

The Deputy will know the answer when the first election is held under the new system in 1970.
