asked the Minister for Finance if he will make a grant available towards the cleaning of the Ray River, Falcarragh, County Donegal, in view of the great need for drainage and because of the damage done to the holdings of local farmers.

The Ray River is part of the existing Carrowcanon (Ray River) Drainage District. As I explained on 6th June, 1968, the works of this district are maintainable by Donegal County Council in accordance with statute and no State grant is available for such maintenance works.

Would the Parliamentary Secretary state what authority insists on the county council carrying out the statutory duties?

The requirements of Donegal County Council are laid down by statute.

If Donegal County Council fail in their statutory requirements, who ensures they will carry them out?

I do not know.

The Parliamentary Secretary does not know—all right.

I am sure Deputy O'Donnell is not suggesting that Donegal County Council could fall down on the job.

Donegal County Council members will do all they possibly can, provided they get the money from the Government.
