asked the Minister for Labour if he will take steps to ensure that the appropriate trade union is approached for the purpose of ascertaining if suitable Irish nationals are available before work permits are issued under the Aliens Order, 1946.

I would refer the Deputy to my statement introducing the Estimate for the Department of Labour on 21st May, last, which includes an outline of the Department's procedure for dealing with applications for employment permits under the Aliens Order, 1946, column 1563 of Volume 234, No. 12, of the Dáil Debates.

As pointed out in the statement, it is the normal practice to consult the Irish Congress of Trade Unions or a professional or other body when an application for a permit is being considered, but there are certain exceptions to this procedure which are indicated in the statement.
