The Higher Education Authority is engaged, at present, on the preparation of recommendations as to the nature and form of the legislation which should be introduced to give effect to the Government's decisions on higher education as already announced.
The question of the Constitutional changes which may be required in relation to university representation in the Seanad will be considered by the Government in the light of the Authority's recommendations.
