asked the Minister for Health if his Department's regulations preclude a county manager from delegating decisions on the issue or non issue of drugs and drug cards to another officer of a local authority.

A county manager may, subject to the approval of the appropriate Minister, delegate any function performable by him to an approved officer of the local authority. In the case of health functions, the officer to whom the delegation is made, and the specific functions delegated, must be approved by me. My approval is generally accorded subject to the limitation, in the case of the provision of services, that the approved officer may decide to grant, but not to refuse, such services which, of course, include the provision of medicines.

In the Deputy's constituency, the delegation of decisions in relation to health services, including the issue of drugs and drug cards, is confined to the granting, but not the refusal of services.
