asked the Minister for Justice if the provisions of section 7 of the Road Transport Act, 1932, in relation to the carriage of persons on road passenger services without a licence have been fully enforced by the Gardaí and all other State agencies for the year ended 31st October, 1968.

Responsibility for the enforcement of section 7 of the Road Transport Act, 1932, rests on the Garda Síochána and I am not aware that any other "State Agency", as referred to in the question, is involved.

It would be impossible to say that any particular section such as this is fully enforced, if by that is meant that all breaches of the section are detected. Where detections are made prosecutions follow and I am assured by the Commissioner, Garda Síochána, that adequate attention is paid to the enforcement of the section.

In the Garda Division of Cork East, where inquiries have been made, it has been ascertained that there were six prosecutions, resulting in five convictions, in the last 12 months.
