asked the Minister for External Affairs if the Government ratified Protocol No. 4 to the European Convention on Human Rights; and, if so, when.

Protocol No. 4 to the European Convention on Human Rights was ratified on behalf of the Government on the 29th October, 1968.

asked the Minister for External Affairs what action the Government have taken on Resolution (68) 9 adopted on 3 May, 1968, by the Committee of Ministers of the Council of Europe and relating to the preservation of areas for outdoor leisure.

Although the resolution in question does not contain any specific proposals or recommendations in the matter of preservation of areas for outdoor leisure the principle outlined therein is generally acceptable and will continue to be borne in mind by the various Departments concerned.

asked the Minister for External Affairs what action the Government have taken on Resolution (68) 4 adopted on 8 March, 1968, by the Committee of Ministers of the Council of Europe and relating to the Declaration of Principles on air pollution control.

The Declaration of Principles on air pollution control, contained in Resolution (68) 4 of the Committee of Ministers are normative rather than mandatory. In general, Irish legislation is in line with the terms of those principles and where the principles are not covered in Irish legislation they will be borne in mind should further legislation in this field become necessary.
