The increase in the duties on tobacco imposed with effect from 6th November, 1968 added roughly 3½d to the duty content of an ounce of pipe tobacco. The exact amount of the increase in the duty content would vary above or below that figure for different tobaccos.
As I mentioned in my statement on 5th November the Minister for Industry and Commerce had accepted that there was a case for a further increase in price, unconnected with the change in the duties, to cover increased costs incurred by manufacturers as a result of the devaluation of sterling in November, 1967.
