asked the Minister for External Affairs what is the attitude of the Government with regard to Recommendation No. 521 on the general policy of the Council of Europe which was adopted by the Consultative Assembly of the Council of Europe on 8th May, 1968; and whether he proposes to instruct his Representative in the Committee of Ministers of the Council of Europe to vote in favour of the proposals therein.

At their 172nd and 173rd meetings the Committee of Ministers Deputies including the Irish Permanent Representative considered Recommendation No. 521 and sent the following reply to the Consultative Assembly:—

"The Assembly will readily understand that developments in Czechoslovakia since the Recommendation was adopted make it necessary for member governments to pursue their examination of the issues raised by Recommendation 521 in order to determine how best to execute in future the Council of Europe's policy with regard to relations with the different countries of Eastern Europe."
