asked the Minister for Local Government if he is aware of the undue delay in the paying of grants and loans by the Dublin County Council; and if he will take all necessary steps to have these delays avoided.

I am not so aware.

I am informed by Dublin County Council that there is no undue delay in the payment of house-purchase loans and supplementary housing grants in cases where the applicants have complied with the terms of the council's schemes and planning requirements.

The Minister has been misinformed. I gave the Minister particulars of one case in Fancourt, Balbriggan where the National Building Agency built a scheme of houses and where a particular individual leased a site from the county council adjacent to this development, and as a result the county council turned the loan down because they said that the National Building Agency did not complete the development of the area.

Has the Deputy a question to put to the Minister?

This is very important. These loans and grants have been held up since June and July. The county council are finding loopholes for not paying these people.

If the Deputy has a particular case I will investigate it. It appears to me that in this case the application for the loan was rejected, and it is not a question of delay.

The loan was sought from the county council and not from the National Building Agency.

If the Deputy gives me particulars of the case I will have it investigated.

Is the Minister aware that Deputy P.J. Burke was chairman of Dublin County Council last year so he must not have been doing his duty?

He is not chairman now.

The Deputy said it was going on over a long period.

There is a Coalition majority there.

Fianna Fáil and Fine Gael are swopping the Chair between them. Fianna Fáil had the Chair last year and they have the vice-Chair this year.
