asked the Minister for Transport and Power if his attention has been drawn to an allegation that reclamation work eastwards of the B & I ferry terminal, Dublin began at least a month ago; and that this work has been carried out at high speed in the meantime; if this work was authorised under any harbour works order made by him; and, if not, what opportunity citizens have of raising objections to the work at this stage.

I am informed by the Dublin Port and Docks Board that the work at present proceeding adjacent to the B & I ferry terminal consists of an embankment to ensure against damage by wave action during the winter storms to the ferry terminal. Such damage had, in fact, occurred. A harbour works order was not mandatory for this work.

This embankment is intended to be incorporated later in further reclamation for the purposes of constructing a freight terminal. The Port and Docks Board will apply to me in due course for a harbour works order in respect of this reclamation and statutory public notice of the application will be given.

Could the Parliamentary Secretary state if this work is eastwards of the terminal?

It is eastwards.

Is the Parliamentary Secretary aware that the Minister informed me on 21st November that a harbour works order would be necessary in respect of any work carried out eastwards of the terminal?

The work done here is remedial. It is not any sizeable work. It is protective work for the purpose of protecting the new ferry terminal. Any question of extension in an eastwards direction will have to be covered by a harbour works order.

This is not part of the main works?
