asked the Minister for Local Government what can be done where a local authority is anxious to take an estate in charge but where for one reason or another no request has been received from the developer.

I presume the Deputy has in mind the position in Dublin county where the taking of estates in charge has given rise to problems. I have been pressing the county council for some time past to deal in a positive way with this problem. Some progress has been made but, generally, I am not satisfied with the position. Accordingly, I recently requested a comprehensive survey and report to be made of the situation. I am informed that as the law stands at present nothing can be done to compel a developer of a housing estate, who is unwilling to do so, to apply to the local authority to have the estate taken in charge. When the report which I have requested has been completed, I expect to be in a position to complete my consideration of the question of legislation to deal with the matter.
