asked the Minister for Local Government whether he is aware of the practice whereby private housing estate builders frequently leave their work of drainage incomplete so that a site is left in an unfinished state; and what steps he can take to abolish this practice.

I have no statutory powers to oblige developers to complete such works. This is primarily a matter for the local sanitary authority concerned. I can assure the Deputy, however, that I have been strongly pressing local authorities to take effective steps to deal with all aspects of the unfinished estates problem and will continue to do so until the problem no longer exists.
