asked the Minister for External Affairs what is the attitude of the Government with regard to Opinion No. 49 of the Budget of the Council of Europe for 1969 which was adopted by the Consultative Assembly on the Council of Europe on 25th September, 1968; and whether he will instruct his Permanent Representative in the Committee of Minister of the Council of Europe to vote in favour of the proposals contained in this opinion and more particularly to implement urgently the decision of principle already taken with regard to the provision of satisfactory new buildings for the Council of Europe.

The opinion referred to by the Deputy is at present under consideration by the Committee of Ministers' Deputies who have reached certain preliminary conclusions on it. These conclusions received the support of the Irish Permanent Representative but it will be appreciated that in advance of a final decision by the Committee and of its communication to the Consultative Assembly it would be neither possible nor appropriate for me to indicate the nature of these conclusions.
