Vol. 237 No. 14

Ceisteanna—Questions. Oral Answers. - Breathaliser Test.

81.

asked the Minister for Local Government whether he is satisfied with the consultations held with the various medical and motoring organisations preparatory to the introduction of the breathaliser test.

I am not clear as to the purport of the Deputy's question. However, the following information may assist him.

Part V of the Road Traffic Act, 1968, is broadly based on the recommendations of the Commission on Driving while under the influence of Drink or a Drug, the findings of which were published in October, 1963. Membership of the Commission included representatives of the medical profession and motoring organisations. The Commission invited and received both written and oral submissions which included many medical viewpoints. Following publication of the Commission's report public comment was invited before a final decision was taken on legislation to implement the recommendations. I am satisfied that all interested parties were given every opportunity to state their views and that these views were given full consideration.

The form of breath, blood or urine test to be used will be recommended by the recently-constituted Medical Bureau of Road Safety on which the medical profession is represented.
