asked the Minister for Local Government if he proposes to introduce any relief of rates measures for the residents of provincial towns and villages.

While the stage has not yet been reached where comprehensive proposals for any necessary changes in the system of local taxation can be formulated all ratepayers, including the categories mentioned, continue to be protected from the full impact of increases in the costs of local services by State grants which now account for more than one-half of the total revenue expenditure of local authorities.
