asked the Minister for Local Government whether he proposes to provide at some point in the future that all new cars sold should be equipped with effective exhaust cleaners.

I do not consider that regulations requiring the fitting of exhaust cleaners on vehicles are warranted at present. Regulations made under the Road Traffic Act, 1961 and in force since 1963 are designed to ensure that mechanically propelled vehicles are constructed and maintained so as to prevent, as far as is reasonably possible, the emission of offensive or noxious fumes from the vehicles when used in public places. It is felt that these regulations are sufficient in present circumstances.

Are steps ever taken to enforce these regulations?

I do not know.

The Minister must see them broken regularly on coming to Dublin, as I do, and I suggest that he has a civic duty to see about it.
